DescriptionSUMMARY:The Manager of Transportation Clinical Services is responsible for the coordination and supervision of clinical care during transportation based on company goals, objectives and philosophy in compliance with all applicable policies, procedures, laws, regulations and standards of patient care.ESSENTIAL FUNCTIONS:The successful applicant should be able to perform ALL of the following functions at a pace and level of performance consistent with the actual job performance requirements.* Report directly to Vice President and Chief Operations Officer and provide updates of clinical care concerns reported by Transcor employees.* Facilitates nursing care from the initial contact until patient care is relinquished tothe receiving facility.

Manage and supervise daily clinical activities.* Supervise non-licensed health care providers in the performance of their duties and evaluate as prescribed by the company policy.

This includes, but is not limited to, training new employees in basic first aid and health assessment, developing and implementing health care initiatives for inmates in transit as well as developing processes to evaluate outcomes of medical emergencies.* Provide direct/indirect patient care as indicated within scope of licensure; apply appropriate nursing skills in the care and treatment of inmates/detainees utilizing approved protocols established by the company.

* Maintains documentation of required licensure, certifications, continuing education, aviation and safety training, OSHA and HIPAA training.

Attends continuing education programs pertinent to his/her area of practice.
• Knowledgeable in use and routine maintenance of all equipment and supplies used in ground and air transports.

Responsible for reporting medical equipment failures and taking initial steps to insure repair of equipment as directed.* Develops and maintains contacts with sending and receiving facilities to identify potential medical problems while in transit.

* Establish guidelines for assessment and need for referral to an emergency care facility.

Document in accordance with established policies/procedures.

* Consistently monitor the provision of all nursing/clinical services for appropriateness and maximum efficiency.* Maintain a good working relationship with transportation staff, corporate staff, facility nursing staff, contract providers and outside provider agencies.* Monitor the provision of all required contractual services.* Assist in the effective management of company/department resources; assist in conducting physical inventories; assist with development of PAR levels.* Assist in motivating and encouraging staff to perform their duties consistent with policy and procedures.* Utilize established company, facility and correctional policies and procedures in making decisions, but use sound independent judgment in meeting the responsibilities and performing the duties of the position.* Maintain absolute security and confidentiality of all medical records.
• Proficiency in reviewing electronic/paper medical files to determine all provided services are documented.* Assist in monitoring inmate/detainee hospitalizations/outpatient procedures for appropriate utilization as well as follow up and reporting to administrator clinical outcomes.

• Closely monitor all potential catastrophic illnesses.* Accept on call status to provide medical consultation to staff.* Prepare and maintain a variety of standard narrative, statistical, summary and/or operational records, reports and logs, using appropriate grammar, to include filing, alphabetizing and labeling; review reports and properly processes all reports and documents in a timely manner.* Assist in the formulation of company policy for medical care, interpret, enforce and adhere to policies, procedures or contract requirements.* Provide health counseling and health education on individual or group basis, as required.
• Communicate with other departments to better facilitate operations.* Be aware that verbal abuse may be present with the hostile views and opinions of inmates/detainees and others encountered in an antagonistic environment.* Recommend methods of improving operational efficiency and cost effectiveness of health care delivery; regularly evaluate the provision of all medical services to prevent inappropriate or duplication of services.* Comply with all applicable pharmacy laws, especially those covering controlled substances.* Read, analyze, comprehend and interpret medical and technical procedures, governmental regulations, legal and non-legal documents, including the processing of such documents as medical instructions, commitment orders, summons and other legal writs.* Review, process and respond (via corporate counsel) to lawsuits; attend court hearings, when necessary.* Communicate effectively and coherently to administration, staff, inmates/detainees, visitors and the general public, particularly in situations requiring tact, diplomacy, understanding, fairness, firmness and good judgment.* Monitor safety practices within the department and prepare and disseminate safety and accident reports as required by policies and procedures; take appropriate action in cases of serious and unusual incidents and emergencies.* Endeavor to comply with the requirements of applicable regulations, laws, rules, procedures, policies, standards and/or contract.* Initiate and complete investigations and inquiries with accuracy, as directed, gather information and evidence, interview and obtain the statements; exercise independent judgment by determining when probable cause exists to recommend disciplinary action.* Take appropriate action to prevent or diffuse potentially disruptive situations.* Establish and maintain effective working relations with others and handle difficult interpersonal contacts.

* Define problems, collect data, establish facts and draw valid conclusions; apply management techniques to problems and devise workable solutions.

* Add, subtract, multiply and divide using whole numbers, common fractions and decimals; apply concepts such as fractions, percentages, ratios and proportions to practical situations.

* Interpret an extensive variety of medical and technical instructions in the form of handwritten text, correspondence, policies, regulations, procedures, reports, directions for forms completion and other simple or complex documents.

* Operate a vehicle during day or night where driving conditions can include congested traffic and unsafe road conditions caused by factors such as fog, rain, ice and snow.

* Remain alert at all times and react quickly, efficiently and calmly in emergency and other high stress situations.* Domestic U.S.

ground and air travels will be required.QUALIFICATIONS:Graduate from an accredited college or university nursing program with a diploma/degree in nursing.

Must possess current licensure in the state of employment.

Two years nursing experience required.

One year’s supervisory experience preferred.

A valid driver’s license is required.Must demonstrate excellent communication skills and possess a strong knowledge base of clinical nursing and basic principle/practices of management.
